It starts with tea that has already been “rested” (which allows for excess water to evaporate) before being withered in the sun. From here, if decisions about what kind of processing the leaves will undergo to become either, White, Green, Yellow, GABA, Wulong, or Red tea, haven’t been made they will be.
Some factors that indicate which leaves will become which tea class include, season of the year, weather at the time of picking, tea cultivar, and the garden they came from. Really knowing the gardens is something that takes time (years) and it’s importance is usually understated by most vendors.
